Facility Registration for Export of Feed Additives, Premix or Compound Feed to China

Through the collaborative efforts of the Food and Drug Administration’s Center for Veterinary Medicine (CVM) and the American Feed Industry Association (AFIA), the Agricultural Marketing Service’s (AMS)  Livestock and Poultry Program has agreed to assist with registering non-animal-based additive, premix and compound feed manufacturing facilities for export to China to facilitate access to the Chinese feed additive, premix and compound feed market. Register Your Feed Additive, Premix and Compound Feed Facility

Step 1 - Register Your Product(s) with MARA:

Complete all the necessary steps to obtain a Ministry of Agriculture and Rural Affairs (MARA) product registration or official waiver from product registration. 

Step 2 - Confirm FDA Food Facility Registration

Make sure your FDA Food Facility Registration is up-to-date.

  • Registration should have been renewed between October to December 2020 through FDA’s Unified Registration and Listing System (FURLS) Registration system
    • That registration is good until December 2022.

Step 3- Registering Facilities with GACC through AMS

Complete the following forms and submit to the AMS (FeedExportChina@usda.gov) and copy trade@afia.org with Subject: “Feed Registration Export to China”:

  1. AMS Application for Service LP 109 - Apply for QAD Services | Agricultural Marketing Service (usda.gov) for each facility, and
  2. Facility Registration spreadsheet (Submit in excel form. Do not submit as a pdf.)
  3. Include appropriate documentation justifying request, per instructions in the Facility Registration Spreadsheet, such as a MARA Product Registration License, MARA Exemption Letter, and/or a Permission letter from the manufacturer (see EXAMPLE Manufacturer’s Permission Letter), if applicable. 
  4. IMPORTANT: Submit LP109 Form and documentation in separate files (pdfs) and then the facility registration spreadsheet as a separate file in excel form. Please label each file accordingly, i.e. “company name, type of document, product name”
    • Example: Company Name- Best Feed Company; Facility City: Des Moines; Product Name- Super Feed
      • File Name for MARA Registration: “Best Feed-Super Feed-MARA”
      • File Name for LP109 Form: “Best Feed-LP109”; if multiple facilities, name of each LP109 file must include city name to distinguish between each LP109 file, i.e. “Best Feed-Des Moines-LP109”, “Best Feed-Detroit-LP109”
